The appellate court often allows supplementing the record on appeal, but if they have filed their initial brief I haven't seen this happen.

There isn't a time limit per se, but the winning party should do so reasonably soon after the judgment has been satisfied.

Yes, contact the clerk at SCOTUS and see what happened. Note though that appeals to SCOTUS are very hard to get and expensive.
