I filed three detailed disciplinary complaints with the Florida Bar concerning attorney conduct in a civil litigation matter. Annemarie Craft was the Bar Counsel assigned to review those complaints. Each submission included documentary exhibits, court filings, written admissions from Clerk Court Oper...ations, and correspondence from the Division of Inspector General confirming the absence of audit trail records related to service and notice in my case. Despite the volume of documentation and the seriousness of the issues raised, including an emergency withdrawal motion that expressly stated it was not an emergency, the adoption of service instructions outside the Clerk’s verified case management system, and post-withdrawal actions that materially affected my case, the files were closed without a substantive investigation or acknowledgment of the core procedural defects I presented. Most concerning was the mischaracterization of my complaints as relating to a “personal injury” matter, when the substance of the grievance involved professional conduct, withdrawal procedure, file transfer obligations, and due process concerns. The classification did not reflect the actual allegations submitted and diverted attention from the ethical issues raised. At no point did the written closure meaningfully address the Inspector General’s finding that no audit trail or system logs existed to verify service implementation, nor did it reconcile that finding with the attorneys’ representations to the court. Instead, the closure relied primarily on the respondent attorneys’ explanations. As a complainant who provided extensive documentation and verifiable public records, I expected a neutral evaluation of the evidence submitted. My experience was that the review process concluded without addressing the central factual issues presented. For anyone relying on the disciplinary system to evaluate documented procedural irregularities, I encourage careful review of how complaints are classified and whether the substance of the allegations is actually examined.
