You can file the I-130 first and the I-485 later or you can file both at the same time.
If you file only the I-130 the beneficiary is not eligible...

Your fiance can sponsor you if she marries you. however as an LPR an immigrant visa will not be available. You will have to wait. Once she is a USC...
