They argue th ... e trial court erred by finding that (1) subcontractor Campbell Crane provided only labor to a public works project, not supplies; and (2) Campbell Crane did not have to provide pre-lien notice to Berschauer Phillips in order to file a claim against Berschauer Phillips' bond and the City's retained percentage of the contract amount. Division II Washington Court of Appeals affirmed and published the opinion.
