Division 1 of the Washington State Court of Appeals upheld trial court's ruling that visitation is not a service that must be provided under the dependency statute prior to terminating parental rights. ... Appellate court agreed that the risk of harm to the child (my client) by his mother was properly considered and trial court judge properly restricted mother's visitation to my client.
