Scott W. Kelly

I’m an experienced trial attorney specializing in civil litigation and local government law. I earned an AV Rating from Martindale-Hubbell.  Having served as lead counsel in hundreds of cases, I recognize the difference between conflicts that need to be resolved early and amicably from those that demand an aggressive approach.  My litigation experience includes a wide array of practice areas including personal injury, wrongful death, premises liability, civil rights law, public sector liability, railroad law, commercial disputes, insurance coverage and subrogation.  I am admitted to practice in all state and federal courts in Georgia.

My success in the courtroom has opened other doors.  For instance, following my representation of county officials in a civil suit, I was hired to serve as county attorney for Warren County and as general counsel for the County’s Development Authority.  Such opportunities have allowed me to broaden my legal skills to include areas such as ad valorem taxation, complex contracts, condemnation, election law, intergovernmental agreements, land use and zoning, and public sector finance.

Raised in Marietta, I earned my bachelor of business administration and law degrees from the University of Georgia.  While an undergraduate, I was selected for Omicron Delta Kappa, Blue Key and the President’s Award.  I earned a full scholarship to law school where I was a member of the Jessup Moot Court team and the Moot Court Board.  I also co-founded and was President of UGA’s Chapter of the Federalist Society for Law & Public Policy Studies.  I accepted a position with Fulcher Hagler while still in law school and have been with the firm since graduating in 1993.
