It is neither abuse or neglect by the school. It is a battery committed by the other student who should be reported to the teacher.

Take the agreement to a local employment attorney and pay them to review it and research whether they think it is valid.
If one is solicited for sex on FB, pays and is scammed, can they report it without being charged themselves?
