You cannot "press charges." You can call the police and file a report. The police will decide, along with the DA, whether to press charges.

You might want to look into the Innocence Project or other such organizations. Many law school have innocence clinics.

We are lawyers, not Internet sleuths. I think it is a scam, but that is a question for an IT person, not lawyers.
