It does not make the paper "null and void." You will likely to have to petition the court for a change of custody.
What can be done.....Can I sue the military for failure to take a sexual assault, harassment, and threat from a solider serious?

You cannot sue the military under these circumstances. You can contact the local police.

I am not sure what a "guard card" is, but a private employer can fire you for any, or no reason.
