A settlement, by its very nature, requires both parties to agree. If you don't agree, there is no settlement.

Of course she can. Why would you think she couldn't? Perhaps there is something else going on that you didn't mention.
This is a consumer issue, not a legal issue. You can complain to management, but that is it..............
The question is one of proof, and whether your FIL has enough money so you can recover. If he doesn't have any money, it isn't worth suing for.
I cannot imagine any court getting involved in a dispute such as this, and you have no damages to claim so there would be nothing to sue for.
You will have to file a custody action in the appropriate state court and it will be up to a judge to decide.
Can you sue? Sure. Will you win? I doubt you would recover more than the cost of the ticket for an expired registration. Everything else is 100% on...
If you plead no contest you were convicted. Not sure why you would think otherwise....................
