Stuart A. Miller joined the law firm of Kitchens New Cleghorn, LLC as Of Counsel on May 1, 2012, following his retirement from the Federal Civil Service on April 27, 2012. Mr. Miller had 32 years of government service at the time of his retirement. His most recent and lengthy service was that of Administrative Judge with the Merit Systems Protection Board, Atlanta Regional Office, for 21 years (1991-2012). Mr. Miller is a Past President of the Merit Systems Protection Board Professional Association.
Prior to his appointment with the MSPB, Mr. Miller served as the Associate Counsel for Personnel and Ethics for the Defense Contract Management Agency in Marietta, Georgia (1987-1991). Mr. Miller also served as Labor Counselor with the Department of the Army at Fort Sill, Oklahoma, and Fort Gordon, Georgia (1983-1987). Mr. Miller served on active duty with the U.S. Army’s Judge Advocate General’s Corps (JAGC) at White Sands Missile Range, New Mexico (1978-1981).
As a former Adjunct faculty member of the U.S. Army Judge Advocate General’s Corps School in Charlottesville, Virginia, specializing in MSPB Practice and Procedure, Mr. Miller has made many presentations on Federal Personnel and Labor Law topics. For several years, Mr. Miller also was a teacher for the National Institute of Trial Advocacy and a speaker for the Department of Justice’s National Advocacy Center in Columbia, South Carolina, lecturing on Practice and Procedure Before the MSPB. For the last 11 years, Mr. Miller has been the featured speaker at the Federal Bar Association’s yearly Labor Law Symposium in Huntsville, Alabama.
Mr. Miller received his Juris Doctor degree in 1978 from the Emory University School of Law. In 1974, Mr. Miller received his Bachelor of Arts degree from the University of Maryland.
Mr. Miller is married and resides in Locust Grove, Georgia. In his spare time, Mr. Miller is Chairman of the Board of Directors of the Georgia High School Roller Hockey Association and Head Coach of the McDonough High School roller hockey team and the Atlanta Stealth travel team. Mr. Miller is also the proud owner of three rescue Shelties.
