You can't stop the proceedings but you can seek to have someone else, to include yourself, appointed as guardian.

Of course they can access any messages. The IO does not have to advise you as to your accuser. Best seek counsel now.

His VA benefits can be apportioned if you have a valid support order. See 38 CFR 3.450 and 3.452.
