Yes.
Your application for the I-130 does not affect your application for non-immigrant visa.
You must complete all the forms...

You should be able to receive a duplicate copy of it if you can show you filed a change of address before the date it was dispatched.

He will not be able to obtain his green card if you withdraw your petition unless there was abuse involved.
