You don't have to enclose the RFE letter for withdrawal but it would be better to include.

Yes, you can. The receipt notice is proof that your permanent resident status has been extended by 18 months from the expiration date.

An approved I-130 doesn't expire unless it was filed for an immigrant visa at a U.S. consulate abroad.
