Here in Cobb County we have cameras on the side of the bus to record such activities. Don't know about your jurisdiction.

You cannot get a license lawfully. Wait out the suspension period and get reinstated.

Retain Counsel, it's getting complicated. Defendant should have been personally served with Notice of Suspension upon the entry of the Plea to racing.

Could be either 300 or 600 feet from the sign/change in speed depending on specifics.

There is one local court that requires youthful offenders to have a parent present. One would do better in Court by complying with the Judges...
