You have the right to be evicted as the law allows, which means he has to give you notice and a court hearing.

Get married. I'm not sure why you havent done so already. But once you do, the state can't come after your husband for reimbursement.

The investigator was going to file the warrant whether or not you met with her. Stop talking to the police and get a lawyer ASAP.
