No, a motion for reconsideration is not a necessity. But if you’re trying to handle an appeal without a lawyer’s help, you have no chance.

It depends on if the probation officer successfully got the judge to toll (pause the running of) the sentence.

If this is a state level sentence, the written sentence controls. So, if the written sentence does not make a fourth amendment waiver a condition...

Can the County you received a charge in violate your probation if you have transferred to a different county?

Probation revocation proceedings take place in the original county of sentencing, even if the probation was transferred to a different county.
