If by paying your fine, you meant posted bond and now the case is dismissed, yes, you should bet the bond you posted refunded.

He will need to file a otion for a new trial baed on after discovered evidence. Dismissal is not automatic. He nees to get an attorney on it.

If you could sue the Statute of limitations has probably expired. Normally in SC it would be three years.
