Landwatch sought a writ of mandate under CEQA invalidating the District's Water Master Plan Environmental Impact Report ("EIR") as it related to planning for a potential seawater desalination plant to ... address Cambria's water shortage. Landwatch challenged virtually every environmental component of the EIR. After trial, the Court found that the District's Program EIR adequately addressed every required element of CEQA and that Landwatch's position reflected a "misunderstanding of the nature and purpose of a programmatic EIR such as this one, where specific findings, analysis, and mitigation measures must necessarily await identification of a specific project."
