KIMBERLY A. MOORE, ESQ.

Kimberly A. Moore is a seasoned licensed Attorney with over 20 years of experience in Federal and State Criminal and Civil Law.  Her distinguished career has garnered accolades at the local and national levels.    

State Court Experience

From 1995 to 1999, Attorney Moore served as an Assistant District Attorney for the 2nd (Martin, Beaufort, Hyde, Washington, and Tyrrell Counties) and 3A (Pitt County) Prosecutorial Districts of North Carolina, where she represented the State of North Carolina in the prosecution of misdemeanors, juvenile matters, domestic violence crimes, traffic violations, and felony crimes. 

Federal Criminal Experience

From 1999 to 2013, Attorney Moore served as an Assistant United States Attorney for the Eastern District of North Carolina where she represented the United States in federal narcotics, corruption, white collar, firearms, and violent crimes prosecutions, asset forfeiture, appeals, and other post-conviction proceedings. 

Federal Civil Experience

From 2013 to 2017, Attorney Moore served as an Assistant United States Attorney in the Civil Division where she represented the United States, its departments and agencies, and other federal employees in any civil or criminal matter within its scope of responsibility.  Attorney Moore handled matters involving the Federal Torts Claims Act (negligence, personal injury, medical malpractice, etc.), False Claims Act (defraud government programs), Title VII (discrimination), Constitutional Rights Violations, and Social Security Disability Litigation.

Special Detail Service, Awards, & Recognitions

From 1999 to 2001, Attorney Moore served as Executive Assistant United States Attorney and helped to implement and facilitate the U.S. Department of Justice’s Weed & Seed Strategy (removing the criminal element and improving quality of life) in various communities throughout the Eastern District of North Carolina.  In 2002, Attorney Moore was awarded the U.S. Department of Justice Law Enforcement Coordination Award. 

In 2004, Attorney Moore served as a Deputy Special Master for theSeptember 11th Victims Compensation Fund.  In this position, Attorney Moore reviewed claims from victims who suffered personal injuries at the Pentagon and World Trade Centers, calculated monetary awards based upon their injuries, and presided over appeal hearings in Washington, DC and New York.

From 2006 to 2008, Attorney Moore served as an Attorney Advisor for the U.S. Department of Justice Electronic Surveillance Unit, in Washington, D.C.  She was awarded the Assistant Attorney General Special Commendation Award in October 2007.

From 2008 to 2011, Attorney Moore served as the U.S. Department of Justice Resident Legal Advisor to the U.S. Embassy in Pristina, Kosovo.  Ms. Moore promoted legislative and justice sector reform by improving the skills of foreign prosecutors, law enforcement officers, defense attorneys, and judges and by promoting rule of law and regard for human rights. She assisted Kosovo in its efforts to address corruption, domestic violence, drug trafficking, money laundering, and human trafficking, helped citizens implement legal reforms to promote governmental integrity and accountability, and assisted Kosovo in bringing its criminal justice system into compliance with accepted international standards. She helped implement plea bargaining process and created Kosovo National Crime Victims’ Rights Week.

Since March 2017, Attorney Moore has served as a Prosecutorial Advisor for the National Center for State Court-International Division.  She has served as an instructor and/or facilitator of various programs (trial advocacy, case management, trial preparation, etc.) that are part of NCSC's ongoing work under the Justice Sector Assistance to the Caribbean Basin Security Initiative Program ("CBSI").

In September 2017, Attorney Moore joined the Jeffers Law firm, where she practices federal and state criminal and civil law.  She is a member of the American Bar Association, Lawyers Without Borders, North Carolina Association of Black Attorneys, Wake County Bar Association, and the Tenth Judicial District Bar.  Ms. Moore is also a National Institute for Trial Advocacy Certified Instructor. 

Attorney Kimberly A. Moore is a North Carolina native, born and raised in Martin County.  She is a 1991 graduate of North Carolina Central University and a 1994 graduate of North Carolina Central University School of Law.  She was admitted to practice law in 1994.
