Suit filed by prospective Rhode Island State government contractor against the former governor of Rhode Island and numerous other defendants for violation of the Racketeer Influenced and Corrupt Organi ... zations Act, 18 U.S.C. §§ 1961-1968 ("RICO"). The district court determined that the RICO claim was barred by the statute of limitations, see Lares Group II v. Tobin, 47 F. Supp. 2d 223, 229-31 (D.R.I. 1999), and declined to exercise supplemental jurisdiction over appellants' remaining State law claims, see id. at 235-36. On appeal, the U.S. Court of Appeals for the 1st Circuit affirmed.
