I agree with my colleague. You must be over 21 years old first before you can petition her. After that, she'd undergo consular processing.

No reform has occurred (yet). On March 4, 2013 a new process for the waiver of Inadmissibility (for unlawful presence only) went into effect.

In laws cannot be sponsored. Spouse must naturalize first and then they have to petition for them.
