Plaintiff brought his case under 42 U.S.C. § 1983 asserting constitutionally inadequate medical care in the Dallas County Jail. Plaintiff was arrested on October 4, 2003 and detained in the Dallas Cou ... nty Jail as a pretrial detainee. During his confinement, Plaintiff contended that he suffered a deprivation of his constitutional rights because of an inadequate level of medical care as a result of the general conditions of his confinement. On January 22, 2004, Plaintiff suffered a stroke leaving him permanently disabled with complete loss of function of the left side of his body.
