She then left A&P to intern with various federal agencies: Mrs. Carnill investigated potential mergers and acquisitions at the Department of Justice Antitrust Division and worked on telecommunications policy at the Federal Communications Commission in both the Wireless Bureau and the Office of (former) Chairman Ajit Pai.
Mrs. Carnill, a Winchester native, graduated summa cum laude from Hollins University with a dual degree in History and English Literature.
