The State of Texas appealed the decisions of the Bankruptcy Court and District Court denying the State's motion to dismiss the petition of Soileau on the grounds of the Eleventh Amendment Sovereign imm ... unity. The only issue before the Court was whether the State could avoid discharge of Soileau's forfeitures judgtments incurred as surety on bail bonds issed to the State in conformity with its Statutury scheme.
