Bills represents the United States PTO in IP and related litigation. Primarily, he argues appeals at the Court of Appeals for the Federal Circuit and defends the agency in district court trial work and other civil suits filed throughout the nation. Bill has been lead or co-counsel on over 200 appeals and handled a wide array of district court matters. The issues litigated have spanned specific patent, trademark, and copyright questions, to questions of jurisdiction, procedure, admin law, as well as those focused in specialized areas (e.g,, reexamination, reissue, AIA-IPR/PGR/CBM, patent term adjustment/extension, double patenting, estoppel, claim construction, admin law, ethics, etc). Bill also periodically works with the United States SG’s Office, DOJ Civil Appellate division, and other Executive branch components to assist with the briefing of IP issues before the Supreme Court and circuit courts of appeal. In addition, as a Special Assistant US Attorney in DC-USAO (Civil) Bill defends the government in Section 145 trials and also served on rotation with the Criminal Division where he was lead prosecutor on over twenty criminal bench trials. Beyond litigation, Bill advises the agency on domestic and int'l IP matters. TEACHING: Adjunct Professor of Law, Georgetown University Law Center, Washington DC (2014-2021); Guest Lecturer in Patent Law, UW Law School-CASRIP Institute, Seattle WA (2008-2022). ADMITTED: Virginia, Maryland, Ohio, US Supreme Court, CAFC, EDVA, PTO registration, licensed PE. MILITARY SERVICE: U.S. Naval Officer (Reserve EDO) (1993-2018). Interests: golf, classic auto restoration, vintage small engines, and classic films.
