Stephen P Flott

Principal: Stephen Flott, Esq. has more than thirty-five years’ experience in international commerce and transportation. He advises businesses, individuals and non-profits on a wide range of international business and tax matters, including U.S. taxation of international business and transportation, of U.S. citizens residing overseas, of foreign estates with U.S. property, and of foreign persons and companies with U.S. income or property. He also assists clients with US regulation of international shipping, trucking, bus and freight forwarding operations. Mr. Flott also focuses on U.S. citizenship issues, including expatriation and associated tax issues, and the special compliance challenges associated with long term non-filing of U.S. tax returns and financial reports by U.S. citizens who reside overseas. Mr. Flott was first exposed to the transportation industry in 1970 when he worked for the Ontario Trucking Association (OTA) during the summer after his first year of law school. After completing law school and being admitted to the bar in Ontario in 1975, he joined the Toronto law firm of Weir & Foulds (now WeirFoulds LLP) as a corporate and commercial associate. Between 1975 and 1978 he developed a business and transportation regulatory practice serving Canadian domestic and international trucking clients. He was appointed Executive Vice President and General Manager of OTA in 1978, serving as the association’s chief operating officer with responsibility for its business operations, policy, and political activities. After leaving OTA in 1983, Mr. Flott spent a year as a senior fellow at the Joint Program in Transportation at the University of Toronto, during which time he started his own consulting firm focusing on transportation and international trade. In 1984, as a founding member of the Trade & Transportation Group, he moved to the U.S. to open the Group’s office in Washington, DC. Mr. Flott entered George Washington University’s School of Law in 1985, joining Lillick, McHose & Charles in January 1986 where he worked on domestic and international shipping and tax issues. He later moved to Lane & Mittendorf in 1988 before founding the firm, which has since evolved into Flott & Co. PC., in 1990. Mr. Flott received a Bachelor of Arts (Hons.) from St. Jerome’s College in Waterloo, Ontario in 1967, Master of Arts in History from the University of Waterloo in 1968, and an LL.B (now J.D.) from Osgoode Hall Law School at York University in Toronto in 1973. He obtained a Master’s Degree in Law from George Washington University in 1987. Mr. Flott was admitted to the practice of law in the Province of Ontario (with honors) in 1975, the District of Columbia in 1987, State of Maryland in 1988; and the Commonwealth of Virginia in 1997. He is a member of the tax sections of the International, American, and District of Columbia Bar Associations.
