The statute of limitations doesn’t start to run until the payments stop. The statute ends 3 years AFTER the last payment is made.
I owe 18k to MD EZ PASS. Will filling bankrupt help get rid of that debt?

Yes. EZ Pass charges are not a fine or penalty, so they are dischargeable. Likewise, prior rental charges are also dischargeable.
