I am a Supervising County Attorney for Anne Arundel County, Maryland. I supervise the Litigation Unit which represents the County government and its employees in a most legal proceedings before state and federal courts. Attorneys in the Litigaiton Unit defend County agencies and employees in all manners of tort litigation, including personal injury, civil rights, employment, contract, and affirmative litigation. I am the primary legal adviser to the Anne Arundel County Fire Department and advise various County agencies on matters of policy.

Great litigator.
Phil Culpepper is an excellent litigator. My case was garbage but Phil's quick wit and dynamic arguments convinced the judge that my opponent had the weaker case against me and it was tossed out of court after Phil argued for about 10 minutes.
