A Maryland Home Improvement Contract must be in a certain form, and it must say certain things. If not in proper form, it may simply be unenforceable.

You may sue in the District Court and represent yourself. Are you on the car title? As a co-owner you can drive the car.

That would be the Public Defenders Office, if you meet the income guidelines. They are paid by the State of Maryland. The rest of us collect fees...

Maryland has a statute for this, and a Personal Representative can be held responsible for wrongly distributing assets, etc.

Yes, if your debt agreement is not "under seal," with a 12 year limitation period. And the SOL defense must be raised by you.
