Ray M. Shepard

Prior to entering private practice, Mr. Shepard served as an Assistant U.S. Attorney, in which capacity he was responsible for all phases of felony criminal prosecution in federal court, including grand jury proceedings, trials, and appeals for a wide range of federal offenses, including fraud, organized crime and drug enforcement cases.  Immediately after graduating from law school in 1991, Mr. Shepard served as an attorney for the U.S. Navy Judge Advocate General’s Corps.  Mr. Shepard continues to serve part-time as the State Staff Judge Advocate for the West Virginia National Guard.

Admitted to practice in Maryland, the District of Columbia, Virginia and West Virginia, Mr. Shepard is a 1991 magna cum laude graduate of the University of Baltimore Law School, where he was associate editor of the University of Baltimore Law Review and a member of the Heuisler Honor Society, and recipient of the American Jurisprudence Award for Constitutional Law.  Mr. Shepard is also a graduate of Towson University, the Naval Justice School, and the U.S. Air Force Air War College.
