The state prosecutors failed to secure the essential witnesses on two occasions. After the second time, I and made a motion to dismiss the charges with prejudice in violation of her speedy trial rights under the Maryland Hicks rule. The Judge granted my motion to dismiss the case and client suffered no penalties or consequences and her case is now eligible for expungement.
