While serving as Special Agent In Charge of ICE's NY office, Mr. Hayes complained about sexual harassment committed by Suzanne Barr, Chief of Staff for the Immigration and Customs Enforcement Agency. Mr. Hayes was then targeted with retaliation, including investigations conducted against him by the Agency, which demonstrated no wrong doing.
