I don't know if I would call it a legal term. It is a term used by the clerk. It means ther clerk found the paper file. Presumably, it was missing.

You can probably get it sealed, not expunged. That way it won't show up on a CORI. You should contact a local attorney.

You can sue him in Marylan, but unless you have contract stating that you are entitled to attorney's fees, you cannot get them in Maryland.
