I never hired this lawyer or signed any agreement and he is charging me $675? Is he allowed to bill me for doing nothing?

I have never heard of anything happening like this before. Honestly, I have never heard of an attorney billing someone who they did not represent....
My ex's lawyer called me to ask about child support modification and if it could be worked out, should I be speaking with them?
