I would suggest speaking with a Georgia criminal defense attorney. He or she can let you know whether this is legit and whether you should pay it.

It is clear that you need a lawyer. Please do NOT handle a Chapter 13 on your own.

You are currently on a month-to-month lease (at best) or a tenant at sufferance (at worst). It's entirely up to the new owner of the property...
