Why did my lawyer list the IRS in my bankruptcy?
I always list the IRS and the state taxing authorities in every case as "notice parties." Some states require that they be listed.

Generally speaking, salary, yes; pension, no. A bankruptcy would stop the garnishment; you may want to speak with a bankruptcy attorney.
The two should have nothing to do with each other.
It is a request that a different judge be assigned to your case. It has nothing to do with whether you can set up a payment plan.
