Henry Polmer

Advises companies and represents their interests in state & federal legislative and regulatory proceedings involving payments, cybersecurity, privacy, anti-money laundering and other banking matters. Manages complex commercial negotiations and transactions; negotiates strategic alliances and other business arrangements; drafts and negotiates banking agreements; and represents clients in payments disputes.

Counsels clients on laws such as the EFT Act and Regulation E, the USA Patriot Act, Gramm-Leach-Bliley Act, escheatment laws, E-Sign Act, payday lending laws, gift card laws, compliance with bankcard rules and policies including PCI standards, FTC's red flags rules, and other laws and regulations affecting consumer payment products. He has worked closely with the Federal Reserve and the various banking agencies.

Drafts and negotiates complex banking and payments agreements often related to the creation of new payment systems.

Served as general counsel to Certco, Inc., an electronic information security company and to Mondex USA LLC, an electronic stored value payment system. Closely linked to developments in electronic payment systems, ATMs, debit/credit cards, EBT, ACH transfers, check truncation, stored value, electronic wallets, smart cards, mobile payments, and electronic bill payments.
