Counsels large and small business contractors dealing primarily with the federal government, but also some state and local governments, as to all aspects of the contracting process, including obtaining and performing, and complying with, government contracts, and litigating related issues in all relevant forums, including at the GAO, before the Boards of Contract Appeals and the U.S. Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit.

Has counseled and represented shipping lines and public port authorities on issues relating to port development, cargo classification, rates, tariffs, facilities use & allocation, and alleged unfair and discriminatory treatment, before the Federal Maritime Commission, U.S. Maritime Administration and U.S. Army Corps of Engineers, and has litigated related issues in the various relevant administrative forums and in the Courts.

Litigates Government Contract issues, including bid protests, performance issues, claims and disputes, including termination challenges, small business size and status issues, NAICS Code classification challenges, FOIA issues, suspension & debarment challenges, and other issues, in all relevant forums including before the various agencies, at the GAO, Boards of Contract Appeals, SBA and various federal District Courts, the Court of Federal Claims and various Circuit Courts of Appeal.

Has counseled and represented Postal mail highway transportation companies, air carriers, shipping lines, public port authorities and others as to public contracting and other issues
