Mr. Powell first-chaired more than 75 cases to verdict as a Maryland prosecutor. He later drafted more than 100 appellate opinions as a staff attorney at the Appellate Court of Maryland, and clerked at the Court of Appeals of Maryland, now the Supreme Court of Maryland. He earned his J.D., magna cum laude, from the University of Baltimore School of Law. He is admitted in the District of Columbia and Maryland, and before the United States District Court for the District of Maryland and the United States Tax Court. He writes and speaks through the American Bar Association Tax Section's Civil and Criminal Tax Penalties Committee, serves through The Barristers and the Maryland Volunteer Lawyers Service Tax Controversy Panel, and has been cited in Law360 Tax Authority for tax controversy analysis.
