In 2026, Todd served as co-counsel in a matter that produced one of the first reversals of its kind in SEC history: the Securities and Exchange Commission invoked its general exemptive authority under Section 36(a) of the Exchange Act to waive a filing deadline on his client's behalf.
Earlier, in February 2020, Todd argued Barko v. KBR before the U.S. Court of Appeals for the D.C. Circuit — a court often described as the second most influential in the country, behind only the Supreme Court. He secured a unanimous ruling for his whistleblower client that set nationwide precedent, limiting the ability of corporations to impose excessive litigation "costs" on whistleblowers and other victims of employment discrimination in federal cases.
Much of Todd's work centers on False Claims Act cases, where he represents qui tam relators across a range of industries — healthcare, government procurement, and set-aside contracting among them. He also brings extensive experience to claims involving tax fraud, securities fraud, and Foreign Corrupt Practices Act violations filed through the IRS and SEC whistleblower programs.
Todd finds real purpose in helping clients expose illegal conduct and in making sure every culpable party is held accountable, and he has won both monetary recoveries and equitable relief for the whistleblowers he represents.
Todd joined Kohn, Kohn & Colapinto as an associate in 2016, after first working with the National Whistleblower Center as a law clerk in 2014. He earned his J.D., cum laude, from Georgetown University Law Center in 2016.
