Yes. Sounds pretty bogus. Whose to say they are actually entitled? Tell them you believe the statute of limitations has run. Contact www.naca.net

Yes, but other than your deductible I don't know that you could get other damages. Check with a local attorney.

Depends. Many states allow you to "spend down" the money--but you have to work that out with dpw.
