Body shop though Allstate may have made some promise abut why to go to an Allstate approved shop.

Yes, but other than your deductible I don't know that you could get other damages. Check with a local attorney.

Depends. Many states allow you to "spend down" the money--but you have to work that out with dpw.

You need the persons name. Chances are the police or dog warden has it. Yes you can sue.
