Expedited Termination of Parental Rights case. Issue was egregious abuse and neglect of 9 year old child locked in room 23 hours a day. I was the DCF attorney on the case. Criminal case went to ... trial after the TPR was granted. Both parents convicted. Father appeared on Dr. Phil show.
