CPS-Child Placement with Grandparent

Child Protective Services refused to place grandchild with grandparent before adversary hearing. Texas law favors placement with kinship. At hearing, the Judge questioned caseworker whether there was a ... problem with kinship placement. Worker gave a lame reason about needing a home study. I presented evidence that another county had done home study and no material changes has occurred within home.
