OUTCOME: decision which determined Foreign Medical Graduates are now considered as eligible for Second Preference Immigrant Classification.

Prior to this case the U.S. Citizenship and Immigration Service had always maintained that Foreign Medical Graduates were only eligible for the third Preference Immigrant Classification.
