You can enter on the tourist visa then apply. You cannot work while in the US on a tourist visa.

You can file for naturalization after 5 years unless married to a US citizen. The time spent as a conditional resident counts towards citizenship.

A visitor visa is not appropriate. You should file an I-130 visa petition and bring your adopted son to the US properly. Hire an attorney to help.
