My k3visa rejected 10 years back, but now i am going to india for H1 stamping. is there any possibility, they rejected stamping?

If your visa expired March 31, 2012 you are already out of status. Check your information and consult with an immigration attorney.

No you don't automatically qualify. Your spouse should file a petition for you.

I just spoke to a border patrol officer and he informed me that the resident alien cards with no expiration date (I-551)

Your card is still good -just old. You have been a permanent resident for long enough to apply for citizenship. Just my opinion.
