The I-601 gets approved first before the process is completed at the NVC. This is normal.

If you are in the US on a student visa you can bring your family as well. Talk with the DSO at your school.

You have to be out of status to apply for deferred action. You currently have temporary protected status and are not eligible for deferred action....
