Yes you can still get a passport. Whether or not you can travel internationally depends on the nature of the offense.

He should be able to leave within a week of providing travel documents and a plane ticket. But it can take several more weeks.

USCIS may accept the bank statements. You should provide much more if you can find more. Perhaps a letter from your landlords, utility bills etc.
