Yes you can file a perm with the job title as accountant. It is not a good idea to change the title though. Make sure that you use the proper job...

Overstay means you had a visa but that it is now expired - thus you have overstayed your permission to be in the United States. Out of status...

There is no set time for a response on an RFE even though you filed with premium processing.
